Job Summary

Are you ready to make a lasting impact on healthcare in Minnesota? Join our Health Economics Program as the Health Care Data Service Center (HCDSC) Operations Supervisor, where you'll oversee a high-performing team of data scientists, analysts, and support staff. Together, you'll manage critical data systems, improve data governance, and ensure Minnesota leads the way in healthcare data innovation. In this role, you'll oversee the state's most critical healthcare data collections, including the Minnesota All Payer Claims Database, Minnesota Hospital Discharge Data, and Medicare fee-for-service claims. Collaborating with internal and external stakeholders, you'll manage vendor relationships, implement best practices, and lead a talented team dedicated to turning data into actionable insights for better public health outcomes.

Primary Responsibilities Include:
  • Lead a team while fostering professional growth, managing performance, and ensuring timely completion of deliverables.
  • Manage contracts for data collection, aggregation, and system reporting. Ensure deliverables meet organizational goals, timelines, and budgets.
  • Manage Data Governance and Compliance: Develop and maintain processes to ensure data security, quality, and compliance with state and federal regulations.
  • Collaborate on System Administration: Partner with MNIT to maintain system performance.
  • Engage Stakeholders: Build collaborative relationships with data submitters, research investigators, health plans, providers, and other stakeholders. Ensure compliance and effective communication on expectations, timelines, and progress.
  • Enhance Operational Processes: Create and maintain standard operating procedures, train staff and vendors, and implement process improvements to optimize efficiency and effectiveness.
This hybrid position is eligible for up to 50% telework for applicants residing in Minnesota or in a bordering state within 50 miles of the work location. Telework of up to 50% may be approved based on the business needs of the unit and is at supervisory discretion. Occasional travel to national conferences is required for this position.

Qualifications

Minimum Qualifications

Only applicants whose resumes clearly demonstrate fulfillment of each of the minimum qualifications will be considered for this position.

Three (3) years* of experience managing and analyzing health care data in a public health, health services research, or economics related field. Experience must include at least one of the following:
  • Data governance or analysis experience, including data classification, data quality standards, data specifications and transformations, and/or extract, transform, load (ETL).
  • Experience navigating and managing data collection and storage systems.
  • Analysis experience using relational databases and structured query language (SQL).
AND

Demonstrated leadership experience which may include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4, Everyday Leaders);
  • Completion of a similar or equivalent leadership development program through another organization;
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include: 1+ years identifying issues, goals and strategic actions, AND 100+ hours/year time commitment.

*A degree in a related field such as Public Health, Economics, Health Care Management, Public Administration, Public Policy, or Data Science may count towards professional experience as follows:
  • Associates = 6 months
  • Bachelor's = 12 months
  • Master's = 18 months
  • PhD = 24 months
Qualifications to be further assessed during the interview process:
  • Proficiency performing multi-variate analyses using complex data sets
  • Knowledge of health care claims and payment systems data (including the nuances and inherent limitations), provider data (i.e., electronic health records, clinical data), and health care payment systems.
  • Experience developing, implementing, and maintaining standard operating procedures and workflows for large data sets.
  • Proficiency in data governance best practices to ensure data meets quality standards and participants meet established compliance requirements.
  • Knowledge of data practices requirements, including data security, privacy laws, and data use agreements.
Preferred Qualifications
  • Advanced knowledge of Minnesota healthcare data systems such as the All Payer Claims Database, Hospital Discharge Data, and Medicare or Medicaid fee-for-service administrative claims data (Chronic Conditions Warehouse, or commercial claims data systems).
  • Experience in leading health services research projects or public health data initiatives.
  • Experience analyzing and maintaining insurance claims or health care claims data.
  • Manage data collection and data analysis focused vendor contracts, including preparing scope of work, deliverables, budget, and deadlines.
  • Knowledge of state and federal health policy and its impact on data systems and governance.
